In his address to the country every year, Tokayev pointed out that these technologies were strategic to modernising the national economy and state administration. He presented a set of institutional and legislative plans to place Kazakhstan at the centre of the technological change in the world. New Ministry to Regulate the Development of AI.
Tokayev asked the government to establish a ministry that will develop and control artificial intelligence tools. A specialist who would lead the new ministry should be of the rank of deputy prime minister, indicating the importance of the initiative, he said. Today, the Ministry of Digital Development, Innovation, and Aerospace Industry is in charge of digitalisation in Kazakhstan. The new ministry will be seen to be extending its current design with a specific emphasis on AI. The president also demanded to quickly create a legal framework be quickly created to facilitate the use of AI in large-scale adoption. He ordered the government to speed up the adoption of the Digital Code, which will be a pillar document in the digital strategy of Kazakhstan. The Digital Code, according to Tokayev, will cover artificial intelligence, the platform economy, the use of big data and other spheres that are essential to incorporate Kazakhstan into the world digital economy.

The president underscored the urgency of this transformation, citing global instability and the rapid influence of AI on social behaviour, particularly among young people. “Despite global instability, we have taken a decisive step into the era of total digitalisation and artificial intelligence,” Tokayev said. He outlined a three-year timeline for transforming Kazakhstan into a fully digital nation, emphasising the strategic importance of this goal. The initiatives combine institutional reforms, legal frameworks, and financial mechanisms to ensure that Kazakhstan can compete in the evolving global technological landscape.
